Notices are sent out by the Vice President whenever something of importance pops up; this can be anything like organised anti-University fee riots, notices from College authorities, or just details of the next JCR meeting. All undergraduates are automatically subscribed to this mailing list. Note that only certain committee members can actually send out messages in this way, so don't worry about being spammed.
